Our Story

ATNS was launched in 2002 and developed under a series of Australian Research Council (ARC) Linkage Projects focusing on treaties and agreement making with Indigenous Australians. The projects were led by a team of multidisciplinary researchers and partner organisations, including Indigenous organisations and industry partners.

These projects include:

  • (2002-05) Agreements, Treaties and Negotiated Settlements with Indigenous Peoples in Settler States: Their Role and Relevance

This project investigated the cultural, social and legal rights encompassed by past, present and potential agreements and treaties with Indigenous peoples. It examined the legal history and foundations of these agreements, audited their purposes, statuses and outcomes, and undertook comparative research on an international level. While many of the agreements analysed by this project related to land, the project also looked at agreements that centred on areas such as health, education and research.

  • (2006-2009) Implementation of Agreements and Treaties with Indigenous and Local Peoples in Postcolonial States

This project studied the implementation of agreements and treaties in selected Australian and international contexts. It drew on disciplines including law, anthropology and geography to examine the social, cultural and legal complexity of agreement implementation and outcomes in postcolonial scenarios.

  • (2010-13) Poverty in the Midst of Plenty

This project was a comprehensive, interdisciplinary study of the institutional, legal and policy reforms required to reduce poverty in Indigenous communities. It identified and analysed impediments to Indigenous socio-economic empowerment, with a special focus on the impacts of large-scale resources projects located in proximity to local communities. Using policy, fiscal, procedural and legal prescriptions and models, it also identified ways to promote sustainable socio-economic development and wealth accumulation for these communities and their residents.

  • 2013 onwards: Health and community service agreements

ATNS aims to develop a picture of health related agreements as a body of mechanisms for intervention. Data analysis is underway to identify critical features of our data, such as the purposes of the agreements, priorities in the health issues addressed, parties to the agreements, etc. This project will contribute to the Closing the Gap priorities and will be of significant use for governments, health service delivery agencies and health researchers with an interest in policy, evaluation and assessment of health outcomes.

Current partnerships

Over 2019-20, ATNS partnered with the University of Melbourne and the National Native Title Council to update the ATNS website’s content and functions.

ATNS is pleased to work closely with the Indigenous Data Network (IDN), which provides data stewardship support and auxiliary data governance. This includes advice on innovative applications of the data held by ATNS, along with modelling and analysis to help gain new insights into our data and find investigative opportunities for ATNS researchers. ATNS and IDN are currently collaborating to link internationally recognised AUSTLANG Australian language codes to ATNS materials, which will pave new ways to map, visualise and search information.
