    Summary Information:
    The Ngarrindjeri Regional Partnership Agreement (RPA) was agreed between the Ngarrindjeri Regional Authority and the Australian and South Australian governments on 18 July 2008 at Camp Coorong. The RPA is part of the Ngarrindjeri Tendi, the Ngarrindjeri Heritage Committee, and the Ngarrindjeri Native Title Management Committee Ngarrindjeri Nation Sea Country Plan (Ngarrindjeri Nation Yarluwar-Ruwe Plan, 2006, 34).

    The RPA commits over $540,000 over two years towards identifying sustainable local investment opportunities and the protection of the area's natural resources (The Hon Jenny Macklin, 2008).

    Detailed Information:
    Economic Sustainability

    The RPA provides funding for a business and economic development manager and an administration assistant (The Hon Jenny Macklin, 2008).

    It also provides for the establishment of a new investment company, Ngarrindjeri Enterprises Pty Ltd, which will assist in identifying business opportunities and the development of regional tourism (The Hon Jenny Macklin, 2008).

    Environmental Protection

    Pursuant to this RPA, funding will be provided for a manager to coordinate current environmental projects and develop further protection of the flora and fauna of the area and specific cultural sites. A Sea Rangers Program will be established, and under this program, two Ngarrindjeri people will complete a fisheries compliance officer course (The Hon Jenny Macklin, 2008).

    In addition, the RPA proposes that an Indigenous Protected Area will be established on the Ngarrindjeri lands. For further information on Indigenous Protected Areas (IPA), please refer to the link provided below.

    Implementation

    A peak coordination and implentation body, the Ngarrindjeri Regional Authority Inc (NRA), which South Australian Minister Jau Weatherill described as 'a key element of the RPA', will be established.

    According to the Minister, the NRA is part of an 'approach [which] builds links between communities and provides a singly entity to work the for the interests of all Ngarrindjeri, rather than having multiple - often small - community organisations competing against each other.'     Outcomes:
    Following its establishment under the Ngarrindjeri RPA, the Ngarrindjeri Regional Authority (NRA) has engaged in a number of activities related to the representation of the Ngarrindjeri clans and the development of sustainable economic opportunities for the Ngarrindjeri people. Pursuant to the RPA, it has established a subsidiary company, Ngarrindjeri Enterprises Pty Ltd, to identify and pursue business objectives and develop regional tourism (Indigenous Business Australia, 2010). The board of this company has received training and mentoring from MLCS Corporate Pty Ltd, and will now focus on generating business and investment opportunities that will deliver long-term, sustainable income to Ngarrindjeri community organisations. Already, the company has entered a strategic partnership with the Royal Zoological Society of South Australia to purchase the Warrawong Wildlife Sanctuary in the Adelaide Hills.
