    Summary Information:
    The Bowraville 'Bowraville Comprehensive Shared Responsibility Agreement' (SRA) was signed between the Commonwealth Government, the Government of New South Wales and the Bowraville Indigenous Community on 9 July 2007.

    The SRA aims to provide a framework for community and government agencies to act in addressing the priorities of the community in Bowraville.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:

    Purpose

    The community of Bowraville has been identified as disadvantaged, with social issues such as unemployment, family violence, crime and substance abuse. The community is concerned about a lack of government services, particularly for young people. The purpose of this SRA is to develop and implement responses to the five identified priorities of the community namely law and order, education, employment, health and families. To this end, a Strategic Plan has been developed which includes goals and a short term action plan.

    Shared Responsibilities

    The Bowraville Indigenous Community and families and individuals within it have participated in identifying the priorities of the community and some are involved in the Bowraville Community Alliance and its Comprehensive SRA Steering Committee. The community and its members will work with government agencies to develop and implement strategies to respond to the identified priorities.

    The Commonwealth Government proposes to provide in-kind support through the Department of Families, Community Services and Indigenous Affairs by way of 'consultation, coordination and cooperation' with the Bowraville Community Alliance, the Comprehensive SRA Steering Committee and other stakeholders in responding to the identified priorities for the community. The New South Wales government proposes to provide the same kind of support through the Department of Aboriginal Affairs.

    This funding is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators

    Community facilitators (funded by the Coffs Harbour Indigenous Coordination Centre (ICC)) are to provide monthly indications of the success at working with Commonwealth and State agencies and implementing strategies to address the priorities identified in the Community Strategic Plan.

    The key milestone is a safer community and increased attendance at school by Indigenous students by the 30 June 2008.

    The agreement envisages that feedback between the parties will be provided at monthly meetings of the Comprehensive SRA Steering Committee of the Bowraville Community Alliance which are attended by representatives of the Coffs Harbour ICC and the Department of Aboriginal Affairs (NSW).
