    Summary Information:
    The Laverton 'Stronger families through Bluelight' Shared Responsibility Agreement is an agreements between the Office of Indigenous Policy Coordination, the Western Australia Police Service, the Shire of Laverton and the Laverton Indigenous Community that provides for the establishment of a Bluelight Association 'that will promote and encourage community leaders to be involved with educating and guiding their children' through activities such as Bluelight discos, sport and recreational activities, bush and cultural camps, outreach programs associated with Bluelight activities, local drug action groups and activities to promote healthier and safer lives.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose
    The SRA aims to address the community-identified priorities of boredom, substance misuse and antisocial behaviour in the shires of Laverton and Ngaanyatjarraku, improve family parenting skills and encourage greater interaction between parents and their children. These priorities are a response to increasing levels of petrol sniffing by young children, and WA Aboriginal Child Health survey indicators which show high risk of serious emotional or behavioural problems for Aboriginal children aged between 4 and 17.

    Shared Responsibilities
    Under the terms of the SRA, the Office of Indigenous Policy Coordination has contributed a proposed contribution of $70,000 to the purchase of a 4WD, the Western Australian Police Service has proposed an in-kind contribution of police officers to engage with young people and conduct the Bluelight activities, and the Shire of Laverton has proposed an in-kind contribution in the form of the services of a youth officer to direct the activities.

    Community members have agreed to volunteer their time and resources to assist with the delivery of the activities, to develop a parent roster system, to attend and assist with youth behaviour while sessions are conducted according to the roster. Communities have also agreed to provide members to facilitate local drug action groups.

    Families have also agreed that as part of the SRA they will engage their children in activities and assist with delivery and coordination of activities.

    Performance Indicators and Feedback Mechanisms
    The SRA provides for a quarterly report buy the Police Department on the number of youth arrests, six monthly reporting on the number of youth attendees at Bluelight events, and the numbers of event planned by each office. In addition to this, the community, police and the Kalgoorlie ICC will enter into a dialogue to determine the success and progress of the SRA.
