    Summary Information:
    The Neporendi Aboriginal Forum Inc 'Financial Literacy for Indigenous Families' Shared Responsibility Agreement (SRA) is an agreement between the Neporendi Aboriginal Forum Inc ('Neporendi'), the Australian government and local businesses and organisations. It provides for the funding and resources for hands-on education and skills training in financial literacy, general computing and relevant software packages.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The SRA aims to address the community-identified priority of financial and computer literacy, with the goal of increasing Indigenous representation in related fields of work and study. Through the development of community member's skills and confidence, the SRA also aims to increase community member's active engagement in their children's financial and numerical education.

    Shared Responsibilities

    The community and individuals will:
    • actively promote the programme and identify community members who will benefit from and attend the training;
    • identify appropriate people to develop the training module/s and conduct the training;
    • provide child-minding for parents attending the training courses, including undertaking checks associated in ensuring child safety;
    • support community members exploring further education in information technology and finance by arranging for guest speakers presenting information on career pathways to attend the training sessions;
    • provide the premises to run the training courses, and secure and maintain assets such as computers used for training;
    • source the computers for and administer the 'reward-based support scheme' (provision of refurbished computers to participants who successfully complete their training);
    • scope employment and further training opportunities through meetings with local organisations;
    • manage the administration and reporting of the outcomes of the SRA projects;
    • support the Neporendi committees will adopt practices learnt through their training; and
    • source longer term funding for ongoing training.

    Individual participants will:
    • commit to the ongoing training and work involved;
    • commit to the use of the skills gained by volunteering support to the organisation, including mentoring those undergoing the course;
    • supervise young participants at training;
    • undertake training to learn to refurbish computers for use in the rewards based scheme;
    • form a committee to work with Neporendi and the community to develop a culturally appropriate training model; and
    • engage members of the wider community by conducting activities such as recording and documenting stories of community elders.

    The Department of Families, Community Services and Indigenous Affairs (FaCSIA) has proposed a contribution of $207,485 to fund the development of training modules in financial literacy, software packages and basic information technology and computer maintenance. The funding will also include the development of a training support tool-kit (comprising examples of contracts, bills, calculator, instructions, blank CDs and so on) for the application of skills acquired. The funding would continue until June 2008.

    Quarterly funding releases will be based on successful achievement of milestones comprising:
    • successful development of training and support packages within three months;
    • completion of first set of training courses; and
    • securing computers for the reward-based support scheme.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for Neporendi's quarterly assessment of the following performance indicators:
    • the number of community members obtaining employment using numeracy/IT skills and/or numeracy/literacy related areas;
    • the number of community members successfully undertaking the training modules; and
    • the number of refurbished computers made available to community members.
