    Detailed Information:
    The Maningrida 'Youth Centre' Shared Responsibility Agreement (SRA) is an agreement between the Maningrida Community and the Australian and Northern Territory Governments which provides for the funding, resources, in-kind support and programs for the refurbishment of the disused Town Hall as a Youth Development Centre.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Purpose

    The SRA aims to provide for a safe place 'where positive lifestyle choices are reinforced and promoted and will provide Mental Health and Youth Workers with facilities for consultation and counseling of youth' (Indigenous Portal Website, 2006). It aims to address the community-identified priority of improving youth opportunities, and builds on the proactive community activities and initiatives to date. The refurbishment of the Maningrida Town Hall as a Youth Centre (Centre) will allow the implementation and coordination of youth programs such as recreation, education and training, training, leadership and a drug and alcohol service. The program will also facilitate closer relationships between major community-based service organizations and youth.

    Shared Responsibilities

    The community and community individuals will:
  • provide labour, resources and advice relating to the refurbishment and construction of the Centre;
  • maintain the Youth Development Committee and proactively support implementation, research and evaluation activities related to youth outcomes;
  • maintain the landscaping and yard of the Centre;
  • establish a volunteer program where representatives from all major community language groups will support and participate in the activities of the Centre;
  • work with and ensure that community-based organizations work together to support the Centre, school attendance and work, youth leadership and other strategic training initiatives of the Youth Development Committee;
  • participate in Centre programs and adhere to the Code of Conduct;
  • using an appropriate community-based selection process for Youth Worker Trainees through the formation of a project management committee with representation from all major language groups in the community;
  • provide appropriate housing for the Youth Programs Coordinator and Indigenous Community Volunteers;
  • provide cultural mentors for Indigenous Community Volunteers; and
  • develop a Maningrida Youth Education, Training and Employment Strategy.
    The Youth Development Committee will:
  • comprise at least two board members from each of the five major representative organizations;
  • develop and implement a local strategy to address local problems with substance misuse;
  • establish and implement a Code of Conduct for the Centre; and
  • support the Centre as a drug and alcohol free environment.

    The Maningrida Church will contribute $25,000 to assist with the refurbishment.

    The Department of Communications, Information Technology and the Arts (DCITA) has proposed a contribution of $87,500 towards 'language, culture, arts, craft, sport, recreation and active after school communities.'

    The Commonwealth Attorney-General's Department has proposed a contribution of $82,000 towards the establishment costs of a Community Night Patrol.

    The Office of Indigenous Policy Coordination (OIPC) has proposed a contribution of $30,000 towards capital works planning and documentation.

    The Department of Employment and Workplace Relations (DEWR) has proposed a contribution of $156,000 towards 'STEP, Mentoring and Training', in addition to in-kind support through Community Development Employment Projects (CDEP) Programme positions.

    The Department of Families, Community Service and Indigenous Affairs (FaCSIA) has proposed a contribution of $1,080,000 towards capital works, holiday, youth and family wellbeing programs.

    The Department of Health and Ageing (DHA) has proposed a contribution of $593,175 towards the capital project, the substance misuse program and the Youth Development Program. Proposed in-kind support includes linking the program with 'OATSIH Substance Misuse Program and other relevant programs.'

    The Northern Territory Police Juvenile Diversions Unit has proposed a contribution of $100,000 towards a school holiday program and the refurbishment of the Maningrida Town Hall.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for the assessment of performance indicators by the Malabam Health Board, the Maningrida Community Education Centre and Northern Territory Juvenile Diversions Unit.

    These include:

  • the quarterly assessment of the number of reported incidents of family violence by the Northern Territory Police, Night Patrol and the Health Service;
  • the quarterly assessment by the Malabam Health Board of the number of indigenous participants attending and/or successfully completing drug awareness, prevention and/or rehabilitation programs, and the number of volunteers involved with the youth program, and the collation of the number of reported incidents of family violence by the Northern Territory Police, Night Patrol and the Health Service;
  • the quarterly assessment by the Maningrida Community Education Centre of the school attendance levels, enrolment, year nine retention and years three, five and seven literacy levels; and
  • the six monthly assessment by the Northern Territory Police Juvenile Diversions Unit of the number of apprehensions for drugs and property crimes; number of apprehensions of juveniles.

    The Maningrida Youth Development Committee will be the primary feedback mechanism with support from the Malabam Health Board.

    The Malabam Health Board will report against assessment criteria, and provide this information on a monthy basis to the Darwin Indigenous Coordination Centre, the Maningrida Youth Development Committee and Maningrida community.
