|The Shared Responsibility Agreement (SRA) was developed between the Canteen Creek Indigenous Community, the Australian Government, the Northern Territory Government and the Anyinginyi Health Aboriginal Corporation on 10 November 2005. |
The SRA aims to improve the living standards of residents by developing a training program for community members to operate a viable store. Training will also be provided for home living skills, nutrition programs, school meal programs and establishing a vegetable garden in the women’s centre. A store manager will be provided through funding.
Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. With regards to the community and the store the following components have been agreed to:
Staff will commit to opening the store on time and agree to the rules of operation for the store; a store committee will be formed to work with the store manager and fix the fence; keep dogs out of the surrounding area; and the community has agreed to undertake fencing, building and repairs and maintenance after attending training.
Women in the community have agreed to attend childcare training and operate childcare when women are involved in other activities. Women will be responsible for maintaining and cleaning the Women’s Centre. Women will also undertake a maternal, child and women’s health education program.
Families in the community will attend training in food preparation and hygiene nutrition.
Funding will be provided by organisations and this will provide for the following training, programs and construction to take place:
The Office of Indigenous Policy Coordination (OIPC) will provide funding for a store manager for a 12 month period. The Department of Health and Ageing (DHA) will provide funding for training on nutrition and upgrading the Women’s centre. The Department of Employment and Workplace Relations’ (DEWR) contribution will provide the community with the opportunity for two people to act as trainee store persons for a period of six months and to engage a trainee manager to provide the training. The Department of Immigration and Multi-Cultural Affairs (DIMA) is to run programs through the Women’s centre with their funding. The Northern Territory government will provide support for the nutrition program through their Home Living Skill program. The Anyinginyi Health Aboriginal Corporation funding for an upgrade to kitchen facilities for their 'Grow Well' program.
This funding is subject to the partners entering into a legally binding funding agreement.
Performance Indicators and Feedback Mechanisms
These indicators include the following: gross return from the store assessed monthly, the number of community members undertaking nutrition training (measured monthly). Reports on the improved knowledge of participants in the nutrition training; the mechanisms to ensure the store council is participating in the management of the store; on the usage of the refurbished women’s centre kitchen; and the school lunch program will be made.
