    Summary Information:
    The State of Western Australia is part of the federal system of government in Australia. It is one of six states and a number of territories that make up the Commonwealth of Australia.

    In 1829 Western Australia became a colony of the British Empire and the Aboriginal people within the colony were made subjects of the Crown. The colony was governed by a Governor appointed directly by Britain.

    The 1889 Constitution Act gave Western Australia the framework for a parliamentary system of self-government. The power to govern was substantially transferred from the Governor to the elected members of parliament. The British Government insisted that the Constitution make special provision for Aboriginal welfare, however the colonial parliament legislated to repeal the provision in 1897 and 1905.

    The State of Western Australia was a founding member of Australian Federation in 1901. Aboriginal people were specifically excluded from voting in State election, unless they owned property, until 1962.

    The State of Western Australia was vested with extensive constitutional powers to make laws in relation to Aboriginal and Torres Strait Islander people until 1967, when a national referendum amended the Australian Constitution and gave the Commonwealth Government the power to also make laws in relation to Aboriginal and Torres Strait Islander people. According to the Australian Constitution, Commonwealth laws prevail over state laws to the extent of any inconsistency between the laws.

    The population of Western Australia is approximately 1.88 million and the majority of these people live in coastal regions. There are approximately 50,700 people of Aboriginal or Torres Strait Islander origin. The Western Australian economy is based on the State's vast agricultural, mineral and energy resources.
