|The Bundaberg 'Bundaberg Families' Shared Responsibility Agreement (SRA) is an agreement between the Indigenous community of Bundaberg, the Australian Government and local Indigenous businesses and organisations. It provides for the funding and resources regarding the establishment of a 'Well-being Centre' with two service streams, namely a Family Support Stream and a Health Linkages Stream, and a Health Expert Network to foster partnerships between Bundaberg service providers and representatives from the Bundaberg community.|
Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. The SRA aims to address the community-identified priority of strengthening the support for families in order to improve health outcomes and to build opportunities for skills development and self-reliance. The SRA builds upon the strong connections between the Indigenous members of the Bundaberg community and Indigenous organisations, discussions from community engagement meetings, 'the Negotiation Table Process' and submissions to funding agencies (Indigenous Portal, February 2007).
The services provided through the Family Support Stream comprise:
• building effective parenting and relationship skills through the implementation of a cultural 'Healing Circle' and mentoring activities; and
• increasing community skills and capacity through life skills training and development of literacy and numeracy skills.
The services provided through the Health Linkages Stream comprise:
• assisting individuals' access to primary health care and related services;
• increasing access to mainstream and Indigenous specific primary health care and related services through promotion activities; and
• provision of cultural responsiveness education for mainstream providers.
The community and individuals will:
• form a management committee to work closely with both the coordinator of the Well-being Centre and the consultant engaged in the research and evaluation project;
• participate in the programs and complete appropriate individualised training;
• support and assist community member's involvement and participation in the program;
• promote and encourage community members to utilise the services of the Well-being Centre;
• work with young people to teach them about their traditional lands and cultural practices; and
• provide support and mentoring for young families.
The Bundaberg community will ensure that Indigenous organisations, such as YAAMBA Men's Group, Bundaberg Women's Group, Munjoorun Education Council, Bundaberg Housing, Bundaberg Burnett Regional Community Development and Bundaberg Indigenous Health Action Group, will liaise together and form program linkages.
The Department of Health and Aging (DHA) has proposed a total contribution of $229,200, comprising the following allocations:
• $138,000 towards professional staff and support for the Health Linkages model;
• $50,000 towards a Health Access Research and Evaluation project; and
• $41,200 towards operational costs.
The Office of Indigenous Policy Coordination (OIPC) has proposed a total contribution of $80,000, with $60,000 towards facilitating the mainstream responsiveness education and cultural linkages component and the remainder towards operational costs.
The Department of Families, Community Services and Indigenous Affairs (FaCSIA) has proposed a contribution of $300,000 towards a professional counselor for the Family Healing Circle, support staff and operational costs. The approved contribution will be distributed over two years, to end in June 2008.
The funding of the SRA is subject to the partners entering into a legally binding funding agreement
Performance Indicators and Feedback Mechanisms
The SRA provides for the Family Support Coordinator's monthly assessment and report to the Project Coordinator based upon the following performance indicators:
• the completion rates of training sessions;
• the involvement of mainstream organisations with the Well-being Centre; and
• the number of families involved in the Well-being Centre.
In conjunction with the Health Linkages Coordinators, the Family Support Coordinator will assess on a monthly basis the supply of data as requested in agency funding contracts.
Quarterly meetings will be held between the representatives of the funding agencies, Bundaberg Burnett Regional Community Development and the Rockhampton ICC.
'Key milestones' include the proposed opening of the centre by September 2006.
