|The Murdi Paaki Region 'Regional Assembly' Shared Responsibility Agreement (SRA) recognises the Murdi Paaki Regional Assembly as the peak regional Indigenous community structure in the Murdi Paaki region. This recognition provides continuity and stability in regional communities' engagement with governments.|
Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. The Murdi Paaki region is the New South Wales Council of Australian Governments (COAG) trial site for shared responsibility agreements, and has already signed a number of SRAs involving both regional and individual communities. Previous SRAs were signed through the former regional representative body, the Murdi Paaki Regional Council. The Murdi Paaki Region 'Regional Assembly' SRA, signed in conjunction with the Murdi Paaki Region 'Partnerships' SRA, recognises the communities' current representation model in order to better facilitate engagement with governments on community issues. Now that the Regional Council has ceased, the SRA recognises the Murdi Paaki Regional Assembly as the peak Indigenous community structure for the region, representing 16 Communtiy Working Parties. The Assembly will continue the Council's role, and automatically becomes a partner to the SRAs signed by the Council. The Assembly also takes on the role of coordinating government activities that affect Indigenous people in the region. The Assembly will also develop a regional plan.
The Murdi Paaki Regional Assembly will adhere to and implement its Charter of Governance, including liaising with regional bodies and Community Working Parties to determine local priorities and to develop a regional plan to improve the economic, social and cultural status of Indigenous people.
The community will work with government to implement the regional plan; contribute to the coordination of activities being carried out by government; and monitor and provide feedback on the programs and services delivered by government and non-government agencies in the Murdi Paaki region.
The Commonwealth Government will fund a meeting of the Assembly and ensure that there is engagement between government and Indigenous people in the Murdi Paaki region.
The New South Wales Government will work collaboratively with the Assembly and the Commonwealth Government towards improved outcomes for the Indigenous communities in the Murdi Paaki region.
