|The Innisfail 'Dugulburra Ecological and Environmental Services Project' Shared Responsibility Agreement (SRA) is an agreement between the Innisfail community, the Department of Education, Employment and Workplace Relations (DEEWR, previously Department of Employment and Workplace Relations), the Department of Families, Housing, Communities Services and Indigenous Affairs (FaHCSIA, previously the Department of Families, Community Services and Indigenous Affairs), the Department of Environment, Water, Heritage and the Arts (DEWHA, previously the Department of Environment and Water Resources)and Terrain Natural Resource Management (Terrain). The agreement seeks to implement a resource management plan and develop a sustainable enterprise to provide employment opportunities, cultural activities and to develop infrastructure. |
Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. When a severe cyclone hit the Innisfail area in March 2006, much damage was caused to the environment and infrastructure of the area. With so much lost, there is a need to support the recovery of the natural environment and provide new opportunities to the community's youth for employment and involvement in cultural activities. This will be done by developing an environmental and ecological business to be operated by the community.
DEEWR proposes a contribution of $100,000 towards the engagement of a business development officer to develop and implement a marketing strategy, and to identify an appropriate community business structure, business training program and business plan.
FaHCSIA proposes a contribution of $50,000 to cover wages of a works coordinator for twelve months.
DEWHA proposes a contribution of $50,000 towards supporting on-ground natural and cultural resource management activities.
Terrain proposes a contribution in-kind, to cover the cost of hosting the SRA project, providing specialist advice and technical support and hosting any contracts on behalf of the community. They will provide mentoring and support in administration and application development, technical support as well as information and advice about natural resource management. Further, they will sponsor grants and provide tender for natural resource management contracts undertaken by the Dugulburra Ecological and Environmental Services (DE&ES). They will also transfer all relevant material, goods and information to an appropriate structure to run the project.
Dugulburra Ecological and Environmental Services will organise an application for submission to DEEWR for a project business manager, review the business plan, develop a marketing strategy, and establish a business structure. They will implement a business training program, secure more commercial contracts, show support for participants in the program, improve 'job readiness' and provide ongoing training and further employment opportunities (with preference to candidates from the CDEP pool). More specifically, DE&ES will focus on increasing the number of days of employment available to employees on income support and encourage their transition into full time work. They will develop a succession planning strategy, offer cyclone relief, develop tools for cultural mapping, a database of cultural knowledge and sites, tender for contracts relating to environmental and resource management and provide reports on these activities.
Families and individuals will complete organised accredited training to required levels and come off welfare benefits when full time work becomes available. They will encourage and promote the enterprise among the community and uphold a high level of involvement in the management of environmental and cultural resources.
The funding of this agreement is subject to the partners entering into a legally binding funding agreement.
Performance Indicators and Feedback Mechanisms
The community will provide a quarterly update on the number of indigenous people working in regular employment.

The community will provide a quarterly update on the increased level of Traditional Owner participation in caring for country and cultural activities and the levels of self-esteem.
Several milestones and target dates are outlined for this agreement. These include the development and implementation of a marketing strategy and employment and training strategy, the employment of a business manager and works coordinator, the review of the business plan, a mid term review and a review of the outcomes, commitment and performance indicators of the SRA.
Furthermore, formal key stakeholder meetings will be held quarterly. These will consider milestones, performance indicators and consider any arising issues.
