    Summary Information:
    The Urapuntja 'Infrastructure Upgrade - Women's Community and Well-Being Centre, A Men's Community and Well-Being Centre, and Staff Housing' Shared Responsibility Agreement (SRA) was developed between the Urapuntja Indigenous Community, the Urapuntja Council Aboriginal Corporation, the Australian Government Department of Families, Community Services and Indigenous Affairs and the Department of Health and Ageing on 10 May 2007.

    The SRA aims to establish a Women's Community and Well-Being Centre, a Men's Community and Well-Being Centre, staff accommodation for the Aged Care Coordinator and a community produce garden for the benefit of the Urapuntja Indigenous Community.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The purpose of this SRA is to provide improved health programs and services to the Urapuntja Indigenous Community, an isolated community with no suitable existing infrastructure for the provision of services in aged care, nutrition, substance abuse and healthy living. The SRA includes provisions to refit and refurbish existing buildings at Arlparra in order to establish a Women's Community and Well-Being Centre, a Men's Community and Well-Being Centre, staff accommodation for the Aged Care Coordinator and a community produce garden.

    This SRA was developed in conjunction with the Urapuntja 'Safer and More Resilient Communities with Better Services for Targeted Groups' Shared Responsibility Agreement (SRA) (see below).


    Shared Responsibilities

    The Urapuntja Indigenous Community will volunteer assistance in the cleaning, upgrade and refurbishment of buildings and surrounding areas. This includes assisting in the landscaping works of the surrounding areas including the establishment of a community produce garden.

    Families and individuals will volunteer to clean the interior of buildings, provide volunteer labour for the refurbishment works and assist in landscaping and the establishment of the community produce garden. They will also assist with a community clean up initiative.

    The Australian Government, through the Department of Health and Ageing, proposes to provide $220,000 for the upgrade and refitting of existing buildings to establish the Women's Community and Well-Being Centre and staff housing for the Aged Care Coordinator. The Centre will provide a venue from which the ten Community Aged Care Packages will be delivered, in addition to a range of other community and well-being programs and activities. Other funding from the Community Aged Care Program includes a one-off grant of $50,000 in 2006-07 and up to $115,000 ongoing funding per annum.

    The Department of Families, Community Services and Indigenous Affairs proposes to provide $95,000 for the establishment of a Men's Community and Well-Being Centre.

    This funding is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators

    The SRA provides for reporting by the Urapuntja Council Aboriginal Corporation on the completion of the various refurbishment, refitting, construction and landscaping works. They will also report on the meeting of Funding Agreement terms and conditions. The main works are aimed to be completed by the end of June 2006, and the community produce garden by the end of October 2007.
