    Summary Information:
    The Wiluna 'Facilities for families at the local pool' Shared Responsibility Agreement (SRA) is an agreement between the Indigenous community of Wiluna, the Australian and Western Australian governments and the Shire of Wiluna. It provides for the funding and resources for the establishment of a family leisure centre around the Wiluna swimming pool.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The SRA aims to address community-identified priorities by reducing health issues caused by the dry environment, reducing juvenile antisocial behavior and promoting parent participation and school attendance.

    Shared Responsibilities

    The Office of Indigenous Policy Coordination (OIPC) has proposed a contribution of $15,000 towards the purchase of a shade cloth and seating beside the swimming pool. Through the Community Sporting and Recreation Facilities program, the Department of Sport and Recreation (DSR) previously proposed a contribution of $490,000 towards the construction of the swimming pool next to which the leisure centre will be constructed (Wiluna News Update, 18 November 2004). The Shire of Wiluna has proposed a contribution of $800,000 towards the construction of the swimming pool and supporting infrastructure and resources, including a house for the pool manager and the employment of a pool manager.

    In return for the funding, the community and individuals will ensure that the young people will attend school and will support and enforce the 'No School, No Pool' policy. Parents and families will proactively be involved in supervising and participating in the youth usage and involvement in the pool and pool activities. Children will also be required to have a health check.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for ongoing liaison between the pool manager, the local government, the school, the Shire Indigenous Coordination Centre Officers and Indigenous organisations. Performance indicators include the number of people accessing the pool and the health of Indigenous children. In addition, the Pool Manager will provide reports to the Shire, the Wiluna School and the Ngangganawili Health Service.
